Javier Flores Saldívar Is Appointed Attorney General of Nuevo León

The state Congress ends more than two years of vacancy in the Prosecutor's Office

Monterrey, Nuevo León, February 19, 2025. After more than two years of uncertainty, the State Congress of Nuevo León appointed Javier Flores Saldívar as the new Attorney General of Justice for the period 2025-2031. With this appointment, a prolonged vacancy in a key position for security and justice administration in the state is closed.

The decision was approved unanimously in a marathon session during the early hours of February 18, with the support of all parties, including PRI, PAN, PRD, Morena, Movimiento Ciudadano, Partido del Trabajo, and Partido Verde.

A selection process marked by stagnation

The vacancy in the Attorney General's Office had persisted since October 2022, following the resignation of Gustavo Adolfo Guerrero Gutiérrez. During this period, the position was held on an interim basis by Pedro Arce Jardón, without a political agreement to appoint a permanent holder.

The lack of consensus among the different political forces had delayed the process, but in recent weeks the discussion was reactivated and progress was made in selecting the new Attorney General.

The appointment of Flores Saldívar was first endorsed in committees and later ratified in the Congress Plenary, with the vote in favor of all parliamentary factions.

Who is Javier Flores Saldívar?

The new Attorney General of Justice of Nuevo León is a former prosecutor with a solid track record in the legal and security fields. His experience in the judicial system was a key factor in his selection.

His leadership is expected to contribute to improving security and the administration of justice in the state, as well as strengthening the autonomy of the Attorney General's Office.

Reactions and expectations

Governor Samuel García celebrated the appointment, stating that the appointment of Flores Saldívar will strengthen security in Nuevo León.

He also highlighted that the recent approval of the 2025 budget will guarantee the necessary resources for priority projects in justice and security.

The public and various sectors have expressed their expectation that, under his management, the Attorney General's Office will implement effective strategies to combat crime and improve the judicial system.

The challenge now will be to translate this appointment into concrete actions to reduce impunity and strengthen the rule of law in Nuevo León.
