The Government Eliminated an Import Control Regime: Deregulation Advances

The measure, published in the Official Gazette, establishes the elimination of the Import Statistics System (SEDI)

ARCA and the Secretariat of Industry and Commerce issued joint resolution 5651/2025, which eliminates the SEDI and the Commercial Debt Register for Imports. The decision aims to simplify and make foreign trade operations more transparent.

The resolution repeals regulations implemented at the beginning of Javier Milei's administration, which had replaced the SIRA system from Alberto Fernández's government. According to the Ministry of Economy, the mechanism has completed its cycle and is no longer necessary for import control.

A measure in line with the WTO

According to the official document, the elimination of the SEDI aims to align foreign trade with the principles of the World Trade Organization (WTO). It also seeks to promote more efficient and obstacle-free operations.

Quality controls and compliance with technical regulations will no longer be conducted before importation but during the use or commercialization of products in the domestic market.

When the new scheme takes effect

With the elimination of the SEDI, declarations registered in the system will be nullified starting Wednesday, February 26, the day the new regulation comes into effect.

The SEDI was implemented at the end of 2023 to reduce trade barriers and prevent discretionary handling in the approval of imports.

Caputo defended the decision

The Minister of Economy, Luis Caputo, justified the elimination of the system. He also assured that the measure was taken after confirming that the mechanism "fulfilled its objective of normalizing, organizing, and streamlining the import system."

"It is no longer necessary to gather advance information"

According to Caputo, the SEDI was intended to collect prior information on imports for statistical analysis. However, he emphasized that now that advance information is no longer necessary.

The minister assured that, following the repeal of the system, the Government will continue to implement measures to facilitate trade and ensure more equitable competition conditions.

The five key changes of the new measure

  • Repeal of previous regulations: Resolutions requiring advance information for importing are eliminated.
  • Less bureaucracy: Importers will no longer need to submit prior documentation.
  • Controls in later stages: The enforcement of technical standards will occur during commercialization.
  • Alignment with global standards: The measure follows the WTO guidelines to facilitate trade.
  • Nullification of previous declarations: All submissions made under the SEDI are nullified.
