
Deregulation: the Government Unified the Database for Public Works Bidding
The measure seeks to ensure equal conditions for all state suppliers.
The national Government continues with its process of deregulation of the State. In this context, key regulations on public works contracting and consultancy services were repealed, eliminating specific registries and centralizing information in a single database.
Elimination of contractors and consultants registries
The measure was made official with Decree 105/2025, published in the Official Gazette. This decree repeals:
- The National Registry of Public Works Contractors, created by Law No. 13,064, which qualified and trained companies in the sector.
- The National Registry of Public Works Consulting Firms, regulated by Law No. 22,460, which established requirements for the hiring of consultancy services.
Companies wishing to contract with the Public Administration must now comply with the requirements of the Supplier Information System (SIPRO), instead of registering in specific registries.

Modifications in supplier qualification
The decree also modifies Article 27 of Decree No. 1023/01, establishing that only individuals or companies registered in the database managed by the corresponding governing body may participate in selection processes.
The centralization of information aims to:
- Avoid duplication of documentation.
- Simplify public procurement procedures.
- Ensure equal conditions for all suppliers.
Changes in public works and services concessions
The decree also establishes new provisions for public works and infrastructure concessions, regulated by Law No. 17,520. From the regulation, interested parties must register in a database designed and managed by the governing body.

These changes respond to the modifications introduced by the Law of Bases and Starting Points for the Freedom of Argentines, which establishes a new registration system for concession contractors.
Reduction of bureaucracy and administrative burdens
The Government argues that the elimination of these registries will allow:
- Reducing bureaucracy in public contracting.
- Eliminating entry barriers for suppliers.
- Streamlining administrative processes.
Effective date
The decree comes into force the day after its publication in the Official Gazette. However, its full application will depend on the corresponding regulation. Until then, the current registration regimes will remain in force.
Meanwhile, the measure will be reported to the Permanent Bicameral Commission of the National Congress, in compliance with Law No. 26,122, which regulates legislative intervention in decrees delegated by the Executive.
